駐日アルバニア共和国 特命全権大使ディダ・ブヤル閣下からのお手紙

駐日アルバニア共和国大使館の特命全権大使ディダ・ブヤル閣下より、JRP事務局宛に、メッセージを頂戴しましたので、ご紹介させていただきます。
Kizuna (絆)
Two months later
2011年3月11日に起こった大地震とその後の津波によって、以前の面影を残すことなく変わってしまい、人々にも言いようのない不安な気持ちが生まれました。津波で残された車がビルの屋上に残された映像など、普段では想像しがたい風景がテレビで流れる一方、東京では余震によって通りに人があふれ、その光景を説明する言葉も見つからないほどでした。
地震後は状況が悪くなり、固定電話、携帯電話の通話や電車が停止し、テレビでは同じ東日本の津波警報が繰り返し流されるような状態でした。しかし、日本および日本人の気質をご存知の方には想像しやすいと思いますが、非常に困難な極限状態においても、希望を失わないのが日本でした。コミュニケーションの手段が完全に途絶えたわけではなかったので、残された通信可能なインターットのSNSサービス等を通じて、私たちも懸命の努力で被災地の友人や家族の安否を確認し続けました。そのかいあった、在留アルバニア人や知人の無事を確認することができました。
アルバニア語では“災いが訪れしとき、戸口を開けよ”という言い伝えがあります。これは、災いを恐れ自分を閉じ込めると、幸福をも追い払うという意味です。原発がもたらした汚染のリスクは地震と津波被害を受けた日本にとって、まさに火に油を注ぐような想定外の出来事ことでした。人間は、目に見えないものを恐れやすいので、この状況下において放射能への恐怖は更なる混乱を招いてもおかしくないものでした。
私は現在は大使として日本におりますが、化学技術者でもあるので、今回の原発事故のような問題は専門分野でもあり、今も趣味で最新技術情報を常に確認しています。地震後、外務省は定期的に状況を説明する場が設けられ、現在に至るまで日本側の判断は正しく、避難地域もしばらくすれば安全な状態となると信じています。情報源の信頼性、今までの日本の自然災害に対する経験、また、今まで同様の災害があった際、日本がアルバニアへ援助してくださったことなど、この状況下でも、大使館を閉めることなく日本に滞在し任務を続けることにつながったわけです。現在、大使館のウェブページでは、在留アルバニア人及び、日本への旅行を希望しているアルバニア国内の人々のための細かい情報も提供しています。私達は日本での滞在継続及び、また来日は何ら問題がないと考えています。
今、東日本大震災から二ヵ月がたちました。最もつらい時期は過ぎて、助かった日本人も外国人コミュニティーも助け合いの気持ちが大きくなっています。この大地震によって、私たちの“絆”がより深まったように感じます。
東京では次第に普通の生活に戻りつつあり、一度は去っていった人たちも少しづつ帰って来つつあります。これもまた日本人との“絆”ではないのでしょうか。
JRPもまた日本と世界の文化的な懸け橋になっています、世界中のパネリストがこのプログラムを通して生み出した“絆”は、他にはない特別なものです。
このプログラムのパネリストたちは世界へ日本の文化を広げるためのすばらいい人材です。今後もますます多くの人々がJRPと共に協力し合うことを心より祈っています。
On 11 March 2011, after first hits of a chain of earthquakes things changed drastically and apocalyptic fear began to concur souls of the people. Terrible images of cities being flooded and big boats “anchored” on the top of the buildings while the shakes of the other earthquakes made the people of Tokyo to get out in the streets, was something that one get no words to describe it better.
On the following the situation got worse; communication went down, trains stopped and all one could receive as news was a red line of the tsunami warning all along the east coast of Japan. But for one that knows Japan and the dedication of Japanese people for being perfect as well as in the extreme situation, the hope is that always would be a solution. Great! Internet was a channel that was kept alive and through it, using the social networking services we connected with many of people that were in the damaged area and we could know that our citizens and our Japanese friends were saved and secured in the shelter facilities.
We say in Albania that “when the bad luck comes one should open the door” that means the worse has not come yet. The crippled nuclear power centrals in Fukushima I and II and the risk of radiation from the damaged reactors was like throwing unlimited gasoline instead of water in a big fire. People have fear more the things that they do not see, and the risk of radiation just perfect to cook more that it is needed the sort of news that cause a chain panic.
As chemical engineer, in my past education I had very good information about the issue. Although my primary work now is a diplomat, reading and upgrading the information in the technology development is my hobby. MoFA started to provide briefings (that still continue) to clarify what happened and the measures and was quite clear from the beginning that the measures were right and that everything out of the forbidden zone was going to be safe. Trust and evaluation of the information, the past experience of Japan with natural disasters, the contribution that Japan provided to my country on similar occasions, the cooperation spirit and the stand of the people that survived in the damaged areas with people living in the safe and far areas, were the things that supported us to keep our Embassy open and to provide continuous work and cooperation. In the Embassy webpage in the realistic way we provided the information for Albanians that are in Japan or would be traveling in Japan. And we saw no reason that we could advise our citizens to live Japan or not to visit Japan.
Already two months have passed from the devastating mega earthquake and tsunami, known as Great East Japan Earthquake. The most difficult time has passed and we are the witness of increased cooperation among Japanese and international community. This disaster has consolidated also very unique bonds; friendship bonds or “Kizuna” as one can express in a single word or in a single kanji (絆).
The life has come back in natural way in Tokyo; flights are returning more people that used to stay and work in Japan and between people “kizuna” is getting stronger.
Japan Return Program is one that contributes on the long terms to make a tradition for the cultural exchange through invited panelists over the world, people that have bonds with Japan and make these bonds stronger through their summits with the final product that makes “kizuna” a special one.
Witnessing those efforts and having the pleasure to hear and meet with panelists, I am particularly honored today to address with my simple message to Japan Return Program and encourage them for the contribution regarding strengthening of relations between Japan and all over the world. The participants in your program are a great asset for promoting further such relations.
